We cannot find any setting that would disable this, either in the pdf editor or AutoCAD. Multiple viewports can be set for a drawing and can be scaled using different. pdf editor, Bluebeam in our case is prompting us to delete them, since they interfere with snapping dimensions in the editor. Viewports are zones in a drawing that use a scale different from the page scale.

3D Visual Styles - All viewports, model space or layout, that have a 3D Visual style applied to them are converted to raster images when exported to PDF. Select the measurement precision for the viewport from the Precision dropdown menu.- The highest possible resolution of PDF data is 4800 dpi. Select Independent Units to enable this option and select the desired measurement units from the Area Unit and Volume Unit dropdown menus that appear. Viewports can use independent measurement units for area and volume measurements. See Calibrating Separate X and Y Scales for more information. The process for calibrating separate scales is the same as for the PDF itself. Select Separate Vertical Scale to enable this option. Viewports can have separate X and Y scales, if desired. Viewports that are not calibrated are automatically set at the document's default scale. 
Click Calibrate in the Viewports section and select two points within the viewport to define its scale.
Hold down SHIFT while defining the viewport to draw a square. This will also allow you to place accurate measurements directly on your PDF. Click and drag a rectangle around the desired viewport area, then enter a name for the viewport in the dialog box that appears.
